Hi! Welcome to the Samsung Members community.

To be sure, open the Galaxy Wearable app, navigate to "Earbud settings," then "Voice controls," and make sure voice commands are enabled.

To be sure, are the microphones clean and audible?

Reset the earbuds:
1. Put the earbuds in the charging case.
2. Open the lid.
3. Touch and hold both touch pads on the earbuds for about seven seconds.
4. Release the touch pads when the indicator light flashes.

Go to settings > general management > reset > Reset Wi-Fi and Bluetooth settings.
*Note: You'll need to reconnect to Bluetooth and Wi-Fi connections.

@foya1: Please can you try heading to the Galaxy Wearable app on your connected smartphone > Earbud controls > Tap 'Left' or 'Right' under 'Pinch and hold controls' to turn it on > Bixby. Now, when you pinch and hold the assigned Bud, this should wake Bixby and allow you to issue voice commands.
