Hi @sdml1 welcome to the Samsung Community. As the long as the Access Notification is Always on in Device Connection Manager, the customer needs to give permission for requests from Neighbours. Any Device previously connected can be denied access in the Device list. However as far as I am aware Bluetooth Discovery cannot be turned off.
presumably you do need Bluetooth for yourself, it could be deactivated by an engineer if you did not need the option.
