Picture settings greyed out when my TV is connected to my PC

Cannot change picture settings when my tv is connected to pc via HDMI cable. Is it because of the cable or what?

Are you trying to change picture settings via the computers display settings or TV settings. Usually you change them within the computer display settings whether it be a dedicated graphics card or onboard graphics.
