if u have a Samsung phone please go to ur setting and go to domestics and security. Or you can contact samsung and they can block the phone for you.

Only your Mobile Phone Network can blacklist your phone.
You can log into your Samsung Account and use the options there to wipe and lock it etc.
Your Network will then send you a new sim card with your number and tariff on and then you may need to Re contact them to remove any bar they may have placed to stop any un authorised usage.
If you feel they may have been able to access your phone then it might be worth considering changing any passwords you use for accessing sites such as Internet banking etc.
Check with any relevant insurance for a replacement.
