Found the issue, tip from a user in this thread. If we open the app, it asos for permissions. Seemingly, those settings where reset. Opening the app once and setting permissions. It now shows again

Nothing works on my S23, either. The checkboxes are there, but the recorder app does not show up with the other widgets.

Try what I described earlier. For me the fix was, I open the app once, than I got "permission dialog" and I approved tha. After that it did show on notification lock screen. I guess there was perhaps an update and the permissions was reset.
Other perhaps fix, go into app setting and than perhaps reset all permissions, perhaps that triggers something

And we'll, what do you know. After checking if it still works. It wasn't showing for me just now. So I check permissions, all good. I open the app once. I close it. The. Check the lockscreen again and now it is there. This thing is buggy as hell. Seems to work randomly.

I tried the solutions suggested here. Going into the voice app settings I couldn’t change the settings, although it said it had permissions. In widget setting toggling the switch on and off. Moving the position of the voice recorder. I never understood the swipe down from clock, it never worked for me. What I found worked was holding down the voice app icon and getting what I guess is a context menu and selecting the tiny info button in the upper right. It then asked if I wanted to give it permissions. I granted permissions and it worked. Apparently I had never granted it permissions properly.
