What I figured out was you can't find "Smart Call" under apps, so when you get the "Smart Call keeps stopping" message, hit the "About app" (I think it was). From there clear data and cache.
I also changed permission for this app, to allowed on both options available. I think it was "Phone" and "Contacts", but I'm not sure if that was necessary.
After I did this, the "Smart Call keeps stopping" message went away for me.

Yep thats stopped the message from keeping appearing now, just not sure if the Smart Call feature is working though? least msg has gone now.
