This could be down to your provider, and I would suggest contacting O2. However, if this still doesn't work and your SIM is working in another device, it may be worth a return via Amazon.
Maybe try a soft reboot: press and hold the Power and Volume down buttons simultaneously for more than seven seconds.
Make sure the device is fully up to date.
Take the SIM out and make sure it is clean.
Finally, a cache partition reset may be worthwhile.
Plug the phone into a PC/laptop.
1. Turn off the phone.
2. Press and hold the Volume up and Side buttons.
3. Release the Side button when the phone turns on.
4. Press and hold the Volume up button until the phone enters Recovery Mode.
5. Use the Volume down button to select Wipe cache partition.
6. Press the Side button.
7. Use the Volume down button to select Yes.
8. Press the Side button.
9. The phone will automatically reset and reboot.

Was the device brand new?
As devices are usually unlocked these days, I wonder if this is a refurbished device where the IMEI has been blacklisted?
There are several FREE sites on a Google search (search Free IMEI checker). Pop your IMEI number in and see if the device has been blacklisted.
If it has, return it. No ifs or buts....
