Samsung S21 - cannot login in after factory reset

I have performed a factory reset on my Samsung S21 phone so my daughter can use it. I could not remember the passcode. 

In order to access the phone, I need to login using the google account that was used on this device. I have now done this multiple times, the details are correct as I can login in to the same account on other devices, however I appear to be stuck in a loop. I have rarely got to the end of the process when it is setting up the phone and then it reverts back to the beginning, saying "checking info" and then asking me to login in with an account that was used on this device - the first page. 

I have spoken to Google who have undertaken all checks their end, and can't find an issue. They inform me it is probably a manufacturer problem and I need to contact Samsung. 

Does anyone have any ideas, or know how I can speak to a human at Samsung about this?

Try a soft reset by pressing and holding volume down & power until it turns off and Samsung logo appears

Failing that

Boot into recovery mode, connect to PC/Laptop using charging cable then press and hold volume down & power until phone goes off and change to volume up and power until you see Samsung Logo.

It should boot into recovery mode.

Once it does, use volume down to select clear cache partition then use the reboot system now option.

If that doesn't work

Do another factory reset through the same steps above.

Also if you're using mobile data, try connecting to WIFI through set up process then try again.

Also, if you've changed the Google password in the last 3 days then there's normally a 24 - 72 hour wait to be able to get use the new password on the set up process.

It's not a manufacturer problem. It's to prevent thieves from setting up the device as their own. Google should have informed you of this.

I have the exact same problem and none of the solutions you offered work for me. Are there any other options?
