Looks like the device may be locked to Verizon.

If this is the case, and given Verizon is a US carrier, your device won't update as it isn't for your region.

Either get the device unlocked or go to US, join Verizon and update it.

Nuclear option would be to change the CSC code via Odin if you know how to do this but it can be risky if you don't.

As your device is "out of region", unlocking it may not resolve the issue anyway.

I would take it back and get a refund myself.
