Hello there I'm trying to locate Rich communication in setting but can't locate it please Help samsung s21 plus

I believe you need to use Google Messages for RCS.

If you're using Samsung Messages I don't believe RCS is available any more.

In Google messages press on your profile picture at top right corner > messages settings > RCS chats and turn them on
You can also turn "send read receipts" as well as "typing indicator "
