My Samsung s21ultra still hasn't gotten the Android 13 update/ OneUI 5.0 update

My phone still hasn't gotten the next Android update after many months of release, I bought this phone about 2-3 months ago refurbished.

My dad's s20 ultra has this update

When I try see if it needs an update, it says that the phone is up to date

Difficult to know what has been done with the phone when they refurbished it
Could be an imported phone or from a phone carrier
Try connecting the phone to a computer and using Smartswitch to see if you can get the update this way

It says it's still up to date there, I've tried safe mode and it's the same there
