I know this was posted almost a year ago but did you ever figure out the cause? My phone started doing exactly the same thing yesterday and it was driving me nuts. Turns out I accidentally turned on a voice notification for an app I've got called Planetary times. She kept saying Jupiter Time. Haha. It fixed my issue!
I've been having the same problems. I don't have Bixby and it's everytime I listen to music. My dad has it set to share it tells you the time when an alarm goes off but I don't have any alarms set. Please help me. Also just like you this isn't my first bug either, my first was that my phone wasn't working. I wasn't able to make any calls.
I have same porblem with my Samsung galaxy s8+ I turned of Google assistant, bixby and I don't have any acceccibility features on. Why is this happening?
Try to change the Bixby and the google assistant voice to male, if you still hear that strange woman voice, then it will be something else. Probably an app, try to disable the apps one by one.
