The S23 has an IP68 rating and has complete dust protection and temporary immersion in up to 1.5m of freshwater for up to 30 minutes.
It's possible that atmospheric conditions could cause misting on the lenses. However, there's also the possibility that the waterproof seals have been compromised, and moisture has been allowed to get inside. It's also worth noting that any water ingress may void your warranty.
Your best bet is to contact the retailer immediately.
