1. Go to settings, apps. Find Google play store and disable it. Actually, I did wipe cache and data for the app before disabling.
2. Reboot phone
3. Re-enable Google play store.

Hi all,
I have/had the same issue which is really annoying! None of the below mentioned (cache clearing etc.) solutions worked. Then I found a video how to switch off the built in McAffe antivirus SW (Samsung Galaxy S21 Ultra How to Deactivate McAfee Antivirus So that it Doesn't Drain Your Battery - ...), and it worked! Seems that the virus scanner is too rigid and stops the update process. I tested it only once, so hope it is working also in a long term (or Samsung and McAfee solves the issue). Last but not least, switching off the virus scanner can only be a really temporary solution and not advised let it be off!

Yes, switch off Macafee device protection. Do updates then you can turn it back on if you wish. TBH though I don't think you really need it.

If you are using an app that installs a vpn like MobileXpression you could also have this problem. Disabling the VPN should allow the updates to proceed.
