This is a known issue for some users and may be a Google issue. It caused the temporary halt of firmware updates... see...

Installed this update, did nothing to fix the issue. Really don't want to factory reset but it's the only thing left now. It will be a PITA and really annoying if the problem is still there.

Seems mcaffe anti virus is causing the issue. Was able to update my apps using the procedure in https://eu.community.samsung.com/t5/galaxy-s21-series/can-t-install-apps-from-play-store/td-p/437595...
Happy I don't have to factory reset. Hopefully samsung sorts this out permanently.

I have found the problem. I have mobileiron app for the work apps. When i have activated mobileiron to connect to my work i can't update or install apps. If i delete de work apps google play store starts to update and to install
