Is that when your phone is locked? It might be because you accidentally touched the fingerprint unlock too many times or something along those lines

If your phone is locked and you open the camera app and click on the gallery this shows up to tell you to unlock the phone in order to see all pictures on the phone

No, after taking a photo, when I scroll through the gallery, it prevents me from scrolling any further.

Do you take the picture without unlocking the phone? If so this is the reason, if not then im not too sure
