Unable to change my country or region on my profile

I have been trying to change my profile on my Samsung account for so long to know success. Every other fields are highlighted for edit but the region or country is not. Do that have not permitted me to be able to change the region as this prevents me from downloading many applications which are not allowed in the region I came from. Can anybody help me please as I am facing serious problem with this. Thank you.

Change your Google Play country

In a browser, go to pay.google.com

At the top, click Settings.

Under 'Payments profile', next to 'Country/Region', click Edit .
