Sure it is still the case Samsung Pass can only accept imported files with .spass extension. see this thread https://eu.community.samsung.com/t5/mobile-apps-services/samsung-pass-wont-import-passwords-

CSV is supported. Exporting passwords is still with .spass extention though.

Possibly it supports csv export from Google Password Manager, but not from some other apps (did not work with Proton Pass csv export).

The solution is to export the data from any password manager that can be imported into Google Password Manager. After importing to Google Password Manager, export it again (yes, I know it sounds redundant, but this is a simple way to convert the format to something compatible with Samsung Pass) into a CSV file. You can then easily import this CSV from Google Password Manager into Samsung Pass.
I use Bitwarden, which is the best free solution that works with both the Google Chrome extension and Samsung devices. When using your Samsung device, you can take advantage of split-screen mode: on the upper half, you have your login website, and on the lower half, you have the Bitwarden app (the best way to open it is via Samsung Edge apps navigation). With Bitwarden locked by fingerprint, you can easily copy and paste your login and password. This method is more complicated but also more secure. Some website logins are less sensitive, so they can be exported to Samsung Pass for easy access, but I don't recommend exporting all your passwords.
