I hear you. Samsung Notes app for Windows PC was pulled a while back and is now only compatible with Samsung PC's. A move which annoyed me too. I now use OneNote to sync my Samsung Notes to, but even that's a bit clunky.
Please feed this back via your Samsung members app. Just head to the support section and tap 'Ask questions '. We're just users here like yourself.

I don't really use note app that much.
Couple of things though.
Have you tried via Samsung Dex ( not sure if it works with Apple but I'm sure should work with a PC)
2. Also what about via Phone link?

Same feeling, Nov 2024. There is no improvement yet. Is Samsung even listening?

My opinion is completely the opposite. I don't want Samsung Notes anywhere near the web, I want it to stay private on my phone.

If you are using a Samsung account all notes are synced anyway. Maybe just make the website require a qrcode validation at login and put the ability to disconnect web clients from the phone app.

Syncing samsung notes to Onenote just adds another layer of clunkiness to an already clunky Onenote, especially since you can't even modify those notes on Onenote. Samsung notes should have its own app for non-samsung PCs or a web version at the very least.

Yeah, this sucks. I just suck up the lower quality of the notes, because using the app is so great. However, you can run S-note on any PC by pretending that it's a samsung. Look online for simple scripts that change the computer model to "Samsung", start the S-note app, and then change it back. As expected, the windows version of the app is slow and rough around the edges, but does the job of pulling up the notes in a pinch. The PDF export quality is the same from the windows app. The thing is, all of the vector data is stored in the PDF (because it shows up if you open same PDF with S-note), but the regular PDF viewers do not show it.
