It is restored to factory settings
Connected to Wifi, he is on 3 pay as you go, unable to dial out, saying NO network connection
How do I rectify please

Hi @Cassie1703 Welcome to the Samung Community. Turn on Wifi calling (if it is available) https://www.samsung.com/uk/support/mobile-devices/how-to-activate-wifi-calling-on-a-galaxy-smartphon... or ensure Mobile Data is switched on.
otherwise reset the Network Connections, Settings-General Management-Reset-Reset Network Connections. Another idea is to Turn Airplane on and Off and Reboot Device.
However there could be an issue with the sim card and may need to reinsert, otherwise best to contact Network.
Not sure which version of the J3 you have but I will point out that the last one was released in 2018 and will not receive security updates , these are best for your protection.
I do not work for Samsung or make Samsung Products but provide independent advice and valuable contributions.

Apparently my J3 does not have VoLTE, which seems to be the issue, is there anything I can do to rectify this please otherwise I am unable to make calls from my phone
Thank you

@Cassie1703: It should still be possible to make and receive calls in the absence of the VoLTE feature, provided that there are no signal issues in your current location. To troubleshoot the situation, head to Settings > Connections > Mobile networks > Access point names, and check to make sure that your network plan is registered here. If it isn't, tap the 3 dots in the top right > Reset to default, to see if this helps. Tap the Back button > Network operators > Select automatically, and make sure that this is toggled on.
If the problem persists, power off your phone, remove the SIM card and give the gold contacts a rub with a dry, microfibre cloth, then re-insert it and power the device back on. When the phone has finished booting, check the top left corner of the lock screen, where your network details should be visible.
If you continue to see the 'no network connection' notification, then please try your SIM card in another compatible phone, as this will help to determine if the problem lies with the phone, or your SIM/network provider.

Thank you Andrew I have tried all your suggestions, SIM works fine in another phone, looks like it is the phone where the problem lies, I have wasted money buying a 4G phone because Samsung have switched off 3G in my area without notifying me, and I expected my SIM card to work straight away after initial set up, so many conflicting comments on the Internet saying that 2017 model of J3 is VoLTE compatible, but I've tried all their suggestions
