I tried everything too. Check under 'Do not disturb' and make sure the watch vibration and notifications are turn off. You can keep the 'do not disturb' option on for your selected time period, as this is separate from vibration and notifications.
I think that when you turn off these 2 options for the time period selected, they stay off outside of the time period therefore you'll get no notifications at any time.
