I have a Samsung Galaxy S9. No issues with receiving or sending text messages, except:
- Automated messages I receive from, for example, my bank and medical providers confirming appointments or seeking authorization.
- In either case, my response is to be 1,2,3,... or Accept, Confirm, Yes, No....
-Once I type my response (1, Yes, etc), I see an exclamation point to the left of my response. -
-Pressing on the exclamation point brings up a "Couldn't Send Message" notice with the option to Resend, Delete or Edit.
My wife has the identical phone and doesn't have this problem. That is, Yes, 1, Confirm, etc., sends successfully. I have to assume that this is a settings issue on my phone, but can't determine which setting.

Sorry to hear of your issues.
Just a thought, where you are replying to messages, are they chargeable messages (i.e. to a short SMS number) and if so do you have a spend cap set on your account with your network?
