That's a lot and simply not possible.
Ignore the so called toppers and just focus on bettering your step count in these challenges or get your friends/family to join you in a custom challenge.

So whilst it may be "technically" possible, in reality no I don't think it is and is likely to be an app double counting or more.

No, not even close: 6000 steps an hour, 24 hours a day, equals to 144.000 steps per day (6000 x 24), equals to 4.320.000 steps on a 30-day month (more than double that 2 million mark). But yeah, it would be a titanic mission, at least 12 hours of walk per day (at that fast pace of 6000 steps per hour).
Remember, an average-sized person walking at a fast pace, walks about 5 miles every 10.000 steps; so, to achieve 2 million steps per month, he/she had to walk about 1.000 miles (so, more than 30 miles / day). Not impossible but extremely difficult...
