Usually listening to the Voicemail and then deleting it after will make the notification dissappear.
Also try > Settings > Apps > Call Settings [ if Call Settings does not show in the list then press the icon next to where it says Your Apps, and toggle on Show System Apps, then OK at the bottom of the page ] > Storage > Clear Cache > Clear Data if absolutely necessary.

Try a soft reboot by turning the phone Off and On.
If that and the other suggestions don't work try a Google Search and or visit a Samsung Experience Store or Samsung Service Centre.
Try turning your Voicemail Off and On. See the guides by your chosen network to try this @logan10fm
