Welcome to Samsung Forums. Sorry to learn that you are having an issue updating your device.
Just 3 quick questions...
1. Have you tried using the Samsung PC Suite to update your phone...

2. What is your device's, "Service provider software version"?
Go to... Settings > About phone > Software information > Service provider software version?
3. Which network carrier are you with?

You have the Samsung Z Flip5 global model, (SM-F731B), with the stock Samsung CSC code, (EUX), for their U.K. and European phones and you are on the EE/BT network firmware, (EVR), according to your Service provider software version. Strange that you are unable to use Samsung's Smart Switch to update. Do you know if your device has ever been rooted or lost its Knox warranty?
You could try turning your device off and removing your SIM card and replacing it with another U.K. SIM card and rebooting to see if this brings an update.
I have checked and there have been 5 firmware updates for EVR since your last August update. If the above fails, you will need to take/send your device to your nearest Samsung Service Centre, (see your Samsung Members app for repair services).
"Phone is unlocked"... All phones in the U.K. and E.U. are unlocked.

It might be beneficial to submit feedback via your Samsung Members App to see if they can escalate this.
And or if you have a local Samsung Experience Store local then they maybe able to help.
A last reset might be to Back up and factory reset however this is a last resort and wouldn't guarantee an update.
Apart from that keep checking your phone's software update section.
