I had the same situation with my phone not too long ago as to where a software update would only begin and finish on Wi-Fi.
This seemed to change after another update to where I can now update on mobile data.
Unfortunately if your phone won't allow the update via Mobile Data then there isnt anything you can do to change that, and so for the interim wait u til your connected to Wi-Fi.

@mayha I recall that with another Device seemed to be more of an issue with O2, tends to be connected to Device/Network though. As mentioned this cannot be changed in the meantime.
