Grey apps on screengalaxy flip 4 desktop

After attempting to reconnect phone to wifi inMy school building  I noticed that most of the apps  were Grey.  I then noticed that when I touched them it disappeared or moved to another screen. I also see the words safe mode at the bottom of yhe screen. I don't know what that means.  I looked in the   modes/routines screen  and there is no safe mode in that  screen list.   I don't know I should do next to regain access to my apps.  Any guidance  you offer?

I have already restarted my phone several times. There was no change.

look like you phone is in safe mode,
pull down the notification bar you then see the option says turn safe mode off
then after that your phone should restart itself, after you might need to turn flight mode off too
