My old z flip3 recently broke and I received a new one from my insurance company. I couldn't keep my old phone for long enough to do the data transfers while setting up my new phone, so I have to rely on the backups I took yesterday. I took a temporary 30-day samsung cloud backup, but now I can't restore my data from this backup. When I try, the error message "can't restore data while roaming" pops up.
Background information: I am a Norwegian international student living in Germany, so I don't have a choice but to be on roaming.
This error message pops up even when I turn data roaming off and rely solely on WiFi.
Could this be because I am connected to the community wifi in my student dorm? Would the problem be fixed if I borrowed the SIM-card of a German classmate? Is there anything else I could try to fix this?

If on roaming, it's not allowed, then a local SIM is definitely worth trying.
