I use the already downloaded weather app and the Met Weather app and have no issues.
First turn the phone Off and On i.e a Soft Reboot, but if that does not help then follow this by trying a forced reboot by holding down the volume down key and power button simultaneously for more than 7 seconds to restart it. When your phone resets, you will feel it vibrate.
You should be able to clear the cache of any app via long holding down on the app and press i and then storage and clear cache.
A more broadsworded approach is Clear Cache Files from the phone's System Partition Section > https://www.samsung.com/uk/support/mobile-devices/how-do-i-clear-the-cache-on-my-device/ You may need to insert your earphones or hook upto a powered On Laptop or use a Tv's USB Port or a usb-c to usb-c phone to phone set up to access the Clear Partition Section. This may help with lag or stutters as this clears the phone of old/unused or broken cache files.There is also a Repair Apps option in the Menu System too { Possibly excluding the s²⁴ Series of phone's }

Yes, a couple of times and also placing it on several places. Did not work. Soft and hard reset also did not work.

Am not using those kind of apps. From the start the time was not correct.

I have the same problem right now. Some numbers are cut off in the weather widget. Removing the widget or restarting the device didn't help. Seems like a system bug.
