Out of box, sim in, power on, tap screen 6 times, pick language, "Scan QR code".
What QR code? I can do nothing with the phone apart from scan "The QR code" and pick a language.
Any ideas?

Try not to tap more than 3 time when selecting language, simply restart your phone and wait till everything loads and don't tap too much.
Also if you haven't entered wifi password manually it could ask to scan QR.

Not sure why you are tapping it 6 times.
Turn it on and wait. The screen will tell you what to do.....
I've never tapped 6 times on a new device....

Have to tap 6 times to get to the language select screen. Then I get to the screen that asks for a QR code. Can't do wifi. Literally the only things I can do are pick a language and scan THE QR code. Not just any one. It has to be the special one. "Ask your IT admin for correct code" if I scan the wrong one. Wondering if I have one set up for business use.

I Tap on the welcome screen and it tells me to tap on it more. 6 times in total. Pick a language, the the QR screen.

I think if you go to your IT department's "how to set up your new phone". guide, the QR code will probably be there

I'm a regular person sitting at home. I don't have an IT department.
So it looks like I was sent the wrong type of phone.

Try doing a soft reset by pressing and holding power & volume down. If it still asks for QR code then maybe you've an enterprise edition?
