Hi there, @Romarc. Congratulations on your S24 Ultra. I certainly appreciate that you'd wish to backup and restore your Samsung Notes' data.
Have you ensured that your data is synced on both your S23 Ultra and your new S24 Ultra?
To do this, just open Samsung Notes on your old phone > Click the three-line menu on the right (above your list of saved notes) > Click the cog icon on the top right > Ensure that Sync with Samsung Cloud is toggled on (you can also toggle on Sync to Microsoft OneNote, if you use this as well).
You can also do this by going to Settings > Accounts and backup > Samsung Cloud > Toggle Samsung Notes ON (and any other accounts/data you wish to sync).

I use Samsung Cloud and backed up then moved my data over which included my notes.
Go into your notes app on the new phone and choose the 3 lines in the top Lh corner and choose the Cog then tap on sync with Samsung Cloud.
Daily Driver > Samsung Galaxy s²⁵ Ultra 512Gb ~ Titanium Black.
