This question was asked back in January and the Moderation Team confirmed that it isn't possible to turn off the shutter sound in camera settings.

Use modes and routines. When starting the camera application - media volume to zero - when closing the camera, volume back.

Each region will have differences in software.
But there has been other features removed that seems puzzling.
One annoying one for me was on the Z Fold phones, swipe down on the fingerprint sensor to get to notifications
Used to use it a lot.
There must be a reason for both.
Maybe go into the support section on the Members App and leave feedback there for development teams to see

It's not available to stop people taking photos of others without their knowledge, it's basically to make illegal activity harder.
If you live in the UK i would advise against getting a handset meant for another region, samsung pay might not work as well as 5g and so on, also lack of warranty etc.
