S24 Ultra - swipe down showing apps rather than notifications

Only had the phone for two days and this is really annoying. When you swipe down from the top of the screen and don't catch the very top you get the apps screen rather than notifications???? I thought apps was swipe up? Never had this problem in 3 years with an S20+...

I turned this setting to On.

Settings > Home Screen  > Swipe down for notification panel.
