I have a pair of Buds Live that I still use with my s²³ Ultra, s²⁴ Ultra and s²⁵ Ultra and am not experiencing this.
Have you tried a reset of the buds and or un pair and re pair them.
May I suggest to perform a forum search as you may find already existing threads with help and advice within.

I also have no issues with my pair. Did you try connecting buds live with some other device to test

What music app are you using? Try force stopping it instead of restarting phone
