Why doesn't it go to 1 Hz as advertised? S24 Ultra here, it is the same as on the S22 Ultra.

Have you read the article that was linked?
The S21 already didn't hit the advertised hertz range, so the conclusion is: 

1) Samsung broke the Android source code with a patch, and doesn't care to fix it
2) Samsung falsely advertised the hertz range for years
3) The display is not capable to go down to 1 Hz, which I highly doubt!
4) It's intentional for some weird reason

So it doesn't matter which case it is, it's Samsungs fault/responsibility and for years they didn't care to fix it.

Case closed!

and it's great to have an alternative viewpoint such as yours, especially if your harware experience shows that 1Hz *IS* possible, but possibly not on Samsung devices
