Take a deeper look at your notification settings to ensure your on Wi-Fi and Mobile Data.
Look in your Google Playstore and tap on your icon and then settings, General , Notifications check those settings, and then also in the same area check Network preferences to ensure your on Wi-Fi and Mobile Data.
Check your individual apps to ensure their preferences are set correctly.
I assume Data Saver is not turned On.
You could also try Settings > Apps > Tap on the 3 little dots in the top Rh Corner > Reset App Preferences > Soft reboot by turning the phone Off and On.

Are you able to browse when on mobile data? Is one sim card default for all
