Are you using Google's or Samsung's messages app?
The two ticks, are from RCS messages, the new standard which needs wifi or data enable. Usually the difference from SMS to MMS was the length of the message that got converted automatically. There were some apps that will only send SMS.
This is relevant to the message app you are using.
There is also a setting that RCS is not supported by the other person, the message should be sent via SMS, if that it is the case you should not be able to see the two ticks. SMS does not support that functionality.

There is no much in between them. I think it is a matter of preference. I you are more familiar with Samsung then use it. Familiarity is a good decision factor.
Samsung's message app, usually convert any message to MMS which is greater than 2 SMS. To change it just open Settings -> Apps -> Default apps -> SMS App -> Select Samsung messages, which is the one with a white bubble and three dots.
Once you select one app to be the default app, you won't be able to use the other. Be sure that when opening the app, you open the right one.

When I transferred my apps to the S24 from the S23 it did not send the Samsung app for messages. I did what you explained above switching to the Samsung message app. When I went to send a message there was no Samsung Message app on my phone. The Google app did not function. I had to go back an make the Google app the default. I can't find the Samsung (3 dots) message app on either the Google App store and Samsung App store. Do you have any suggestions on how to solve this problem.

You asked. “Do you have any suggestions on how to solve this problem?” I am not clear what problem you are referring to, the lack of Samsung messages app or to stop RCS chats on Google’s app.
So, for the Samsung messages app:
The Samsung messages app is installed by default. You probably did not see it because it is not on the home screen, but in Samsung folder in the Apps screen. If you change the default messaging app to Samsung messages, the app on the home screen will continue to be Google’s messages app. To open the Samsung one, you need to open the apps screen touch the Samsung folder and open the messages app there.
I have taken three screenshots. The first one is the home screen, of the icons at the bottom, that message app is Google’s. If you set Samsung’s to be the default one, that icon will open Google messages and will not work.

If you made Samsung messages the default app, then to open it. Open the Apps screen, by swapping up on the screen. You will get a list of apps and a search bar on top. Type “messages” on search bar and you will see both messages apps, Samsung’s and Google’s. See the second screenshot below for Samsung messages app, circled in blue.

If you want to have the Samsung messages app on the home screen, after searching for the app as described above, touch the Samsung app until the pop-up menu appears and select “Add to Home”. An icon for Samsung messages app will be created on the home screen and there is no need to search for it again. See the third screenshot below with the menu.

If you want to stop RCS chats on Google’s messages app. Make Google messages app the default. Open the app, touch the red circle with your initial on the top next to the magnifying glass to open the app settings. Go to Messages setting -> RCS chats and check that “Turn on RCS chats” is toggle off.
