Open the Google App, tap the circle with your initial, and open settings.
Tap Google Assistant -> "Hey Google & voice match" and check that "Hey Google" is toggle on.
Go back to Settings -> Voice -> "Speech output" and check that it is set to full.
You might need to train your voice model for the voice match,.
I am assuming that English UK is already installed and it is the language of your choice. If not, please check voices and languages setting and download accordingly.

@Daz85: If you have checked your Google Assistant settings, and everything is set up correctly, then try heading to Settings > Sounds and vibration > Volume, and make sure that your System volume slider is at a suitable level.

Not Sure If you solved IT already, but I had this as well.
In my case it was because the volume for Bixby voice was set to zero.
It took some fiddling, but I managed to get that menu when I used the volume buttons while Google assistant was "talking"

I've been searching for why and solution to this problem for a while your post was only one that made any sense and it worked. It funny something so simple as that cause the problem Samsung really needs fix this.

A million thanks for the bixby tip. The only thing that worked after searching and searching. The rest of the answers are useless bunk.
