I'm not experiencing any stutter or jank when I'm using Samsung Internet to access the Web or apps such as X.
YouTube works just fine.
WhatsApp's all good.
I don't have Ticktock or Facebook on this phone.
On my Samsung Galaxy s²³ Ultra I do see scrolling issues.
I can't yet comment on your issues with point 2 or 3 yet.
If you haven't yet already please try > Clear Cache Files from the phone's System Partition Section > https://www.samsung.com/uk/support/mobile-devices/how-do-i-clear-the-cache-on-my-device/ You may need to insert your earphones or hook upto a powered On Laptop or use a Tv's USB Port to access the Clear Partition Section. This may help with lag or stutters as this clears the phone of old/unused or broken cache files.There is also a Repair Apps option in the Menu System too.

Although a lot of beta testing is carried out, it isn't until the phone gets the preorders and early phones out in the public that some bugs are found and raised.
The same kind of process happened with s23...s22...s21.
The bugs will be fixed over the next couple of updates 👍

As @GoanGeek has asked, if you backed up via SmartSwitch then please perform a Wipe Partition Cache.
Otherwise I would be mindful to suggest user settings issues.

But to answer your question:
Using SmartSwitch and bringing your data across from your previous device will also bring over temporary cached files which may cause your device to experience operational issues.
Some users on here recommend setting up a new device from scratch and not bringing settings over (but using Google back up or similar to bring across images etc).
It is recommended to perform a Wipe Partition Cache when:
1. Setting up a new device using SmartSwitch to bring the old device's data across,
2. After a major OS update.
3. Every so often after security patch updates (I myself do this every 3 months or so).

I'm just a regular dude with a new phone out of the box and it's not working. I would never have known that Samsung's recommend, in-box switch feature would be so problematic.

It appears (unless any one else tells me otherwise) to be a Samsung thing, probably due to OneUi overlaying Android.
Many users are unawares (that's where we come in).
I'm going to assume (sorry if I'm wrong) that you may not be familiar with how to Wipe Partition Cache so here are the instructions 👍

2. Connect To Computer or connect USBC to USBC cable to another Samsung device as well as your S24U . Press and hold the Volume Up key and then press and hold the Power key
3. When the Android logo displays, release both keys.
4. Wait until the Android system recovery menu options appear.
5. Press the Volume down key several times to highlight wipe cache partition.
6. Press Power key to select.
7. Press the Volume down key to highlight yes, them and press the Power key to select.
8. When the wipe cache partition is complete, Reboot system now is highlighted.
9. Press the Power key to restart the device.
You can also Repair apps via the Recovery Menu.
