Settings/connections/data ussage/allowed networks for Apps.
Then make shure only that mobile data, or both are selected on Google play store pr Samsung Store.

Also make sure if you're updating on Play store that you've selected on network preferences over any network, or ask me everytime

@lewlew1981 I think this has something to do with your phone's current software to help stop heavy usage of a person's mobile data allowance or its your network when it comes to a software update.
I had the same experience last year and then it unexpectedly changed to allow updates both on Wi-Fi and Mobile Data.
It's never been clearly worked out why this occurs.
