If I am reading your question right, you can group apps together on the front screen.
Simply press and hold down the app you want to move, then move it to be on top of another app. The two would then be together in a bubble.
To access the app, tap the bubble and you'll see all the apps that are in that bubble, select the one you want to open by tapping on it.

Simply swipe up to access the app that then do the same as above. For example I group all my Microsoft Apps together, all my Samsung Apps and so forth.
The few I access a lot, I keep those on their own so easier and quicker to get to.

What I was wondering, you know the 4 or 5 icons on the bottom, that you can't remove or change, they usually start with the phone, messaging app, Internet and camera icon by default.
I was wondering if it was possible to stack that row so you can swipe across to a different set of apps, much like a stacked widget idea.
Don't know if I've made that more confusing or not, think I have 🤣

Select whatever widget you want, then follow the steps to add it onto your home screen. All that's left is to press and hold your finger onto that freshly added widget and tap the "Add custom widget" option once more to create your swipeable stack

As far as I'm aware, the grid isn't stackable unless anyone else knows different?

When you wrote about enabling or making the bottom row stackable, I thought immediately about the MS Launcher I use.
The bottom row, labeled the Dock by some - the bottom row of icons that remains on all your Home pages, can be expanded if you use the free MS Launcher.
I'll include two screen shots. I have my Dock set to 10 icons from left to right, but could expand that to 12 if I wanted. With the MS Launcher, I can swipe up on my Dock to show additional rows.
