I found the solution. It works in my SAMSUNG TAB S8+. Hope it works for u.
So what u need to do is
1. Open device care in settings
2. Open memory
3. Open RAM PLUS
4. Select 8gb
now the device will restart.
While restarting when the Samsung logo is shown long press the REDUCE VOLUME BUTTON to open the device in SAFE MODE.
Now again go to DEVICE CARE then click on memory and CLEAR THE CACHE. Then again restart to TURN OFF THE SAFE MODE. That’s it! Ur device shd be working
This method worked for my Samsung tab s8 +. Hope it works for u too.

I gave this a shot but unfortunately my problem remains. I actually bought the phone brand new factory sealed late last year and as soon as I did the update the touch screen stopped working. Thanks Samsung 🙄
