Fact is beta testing will pick up most of the issues and bugs.
But being a smaller amount of participants, inevitably when software gets released. The variation of users and how they use devices will pick up other bits.
Happens to all manufacturers. Even Apple has found this out numerous times recently.
Wether whatever has halted the roll out affects a certain region or globally.
The decision to halted it will be a precautionary measure whilst a fix is done.
So having to wait a few days or so I would think is a small price to pay. Especially if it's security related.

Google runs the stock software
Samsung has it UI software that we all want on top.
Plus the many different versions of the software in various regions that have restrictions and particular region features
Hardly a horror show.
I understand that you are eager to have the software. But it needs to be right
Pausing the roll out temporarily is the sensible thing to do
