May I suggest to perform a forum search as you may find already existing threads with help and advice within in regards to Wi-Fi not turning On.
Unfortunately if a phone suffers from water ingress this can either have immediate effects, or soon to follow issues as the internals of the phone can oxidise and fail.
It can also depend on what the liquid was or contained.
To gain information on how much the repair would be then a Samsung Service Centre would need to assess the phone to see what parts need replacing.
Accidental damage isn't covered in the standard Samsung Manufacturer's warranty so expect a cost to pay unless you have Samsung Care+ , or you have alternative insurance such as Home Contents Insurance or some Bank Accounts provide cover as a perk of the account.
Once you have a costing you can then weigh up that up against the current value of the phone to continue or not.
