Hello there!
I have a S23 Ultra and today I have received the below pop up message a few times.
Could this be related to SmartSwitch? My theory is that a neighbour bought new phone but I don't understand how he managed to see me (nearby device maybe?), through which app (probably SS?) and why he has able to continue to spam me with that.
How can I deactivate it so that it won't happen in the future?

As I told you already, I guess it's due to the UWB being ON. That, along with "nearby scanning" are used for setting up new devices. For Buds for ex both are needed for the setup pop-up to appear, but since you have nearby scanning Off, I can only presume that only UWB is needed in this case.
When the initial phone setup starts, a UWB "broadcast" message is sent and a pop-up will appear on all the phones that are in range and are compatible. Of course for the actual setup you will further need to accept and scan the QR but initially this will appear everywhere.
You just have a neighbour with a brand new S24...

Yes yes but if they managed to set up their phones the pop up won't come again. I'm going to turn UWB off.
