I am not, I am using stock icons. I have been using them since the launch of One UI 7 on S23

Go to settings, accessibility, vision enhancements, and make sure 'reduce transparency and blur' is toggled OFF.

For me both of these buttons are transparent, but yours seem to be mismatched.
