my Galaxy S23+ hotspot uses non-EU Wi-Fi channels 149–165 (U-NII-3 channels) on 5GHz band, so EU devices can’t connect !!!!

Guessing you bought your phone outside of the euro and brought it in. Using a phone in a country it wasn't designed for can cause unexpected issues.

Surprised it didn't auto detect and change frequencies

No, the model is SM-S916B/DS,  model bought in EU from EU operator.

You can download change the firmware, Its legal and does not void warranty, However, if you mess it up, the phone will be bricked and WILL Void warranty. Ask chat gpt ir watch tutorials on how to change CSC firmware to EUX. That will 100% do it.

That states that your phone is EUX and should work with All Bands, Maybe Factory Reset your Phone and that will do

i don't see what factory reset could change, CSC is already on EUX but frequency table programmed in fmwr is bad. It seems I can only wait for official upgrade and hope this would be fixed. Fun fact is, 2.4 & 6 GHz bands are ok, only 5GHz is out of regular band.
