Im unable to see the latest update available on my S23 Ultra for some reason. I'm currently on 6.1 and the latest should be 6.1.1 or newer. And on the software update page it says my phone is upto date

So, I had to find a tool online that changed my CSC to the UK version where I am and then instantly got the update.

It's arrived in UK today 2nd December

I got it on my s23 ultra on Saturday I haven't done it yet though

I have galaxy s23 ultra and must of the apps and Internet really slow and drives me crazy and I don't have new update I think it happened after January update and resolution?

It depends what region you are in so have a look at that. If you're still having issues, then contact Samsung.
