I just recently moved to a secure apartment building and the Manager out my # in the call box, but when dial it's a busy signal, he insists it's a setting in my phone , that needs adjusted, he claims there's nothing he can do on his end, anyone have any suggestions?

I'm not aware of a specific setting for this but if your Apartment Manager suggests it is then maybe he would know which setting he means.
I'm not sure if your Network Customer Services couod help.
If you perform a forum search you may find existing threads with some further help or guidence within.
There does seem to be alot of hits via a Google Search.
