I've noticed on multiple occasions that Power saving (under Battery) turns itself on. 

Why is that?

The Adaptive power setting is not enabled.

Do you mean this button activates itself Dave?
If so, have you tried manually turning it on. Then restart your phone. Let it boot up, head back to this battery setting and then turn it off.
This might stop the bug of it mysteriously activating itself.Screenshot_20230319_073413_Device care_1000002119_1679211253.jpg
